Under the new ordinance, if construction on residential projects remains unfinished for 120 days or 180 days on commercial projects, the property may be designated as incomplete. This designation allows the city to initiate enforcement actions, including issuing citations to property owners.

Pfeifer mentioned that the newly enacted rules will furnish city officials with a clearer framework to intervene when properties fall into disrepair due to halted construction. Enforcement of the new regulations will be primarily complaint-driven, as a majority of citations result from neighbor complaints regarding property conditions. However, there will be allowances for property owners who can demonstrate valid reasons for construction delays, such as issues with the supply chain. If a project owner provides satisfactory evidence, enforcement actions may be temporarily paused.
