Anirban Basu, the chief economist at ABC, has highlighted that the downturn has been more pronounced than previously suggested by existing statistics.

Most private subsegments of nonresidential construction are losing momentum. The exceptions to this downturn appear to be religious projects, which account for less than 1% of overall activity, and power projects that are largely driven by the growing demand for data centers. In July alone, the industry experienced further setbacks due to escalating costs and labor shortages.

Approximately 16% of contractors have reported facing project cancellations, postponements, or scale-backs directly linked to tariffs, indicating ongoing trade-related impacts. Additionally, 45% of contractors have indicated they experienced delays arising from labor challenges, complicating project timelines. Policy changes regarding federal funding, taxes, and regulations have also prompted 26% of firms to alter their projected demand for construction services.

In terms of spending trends, public nonresidential construction expenditures have increased by 3.1% over the past 12 months. Conversely, private nonresidential construction spending has seen a decrease of 3.7%. In July, spending on commercial projects fell by 0.8%, with manufacturing-related construction seeing a slight decline of 0.7%.

A survey has revealed that one in four ABC members dealt with project interruptions or cancellations due to tariffs before the implementation of significant import tax increases in August. The persistent issues of labor shortages and heightened material costs continue to pose considerable challenges within the sector.

Encouragingly, manufacturing construction spending in the U.S. has doubled since the end of 2021, fueled by factors such as a shift toward near-shoring and supportive government initiatives, including the Infrastructure Investment and Jobs Act (IIJA), the Inflation Reduction Act (IRA), and the CHIPS Act. These supportive measures have ignited growth in certain construction segments.

In-demand sectors, including advanced manufacturing, healthcare, life sciences, and data centers are grappling with rising costs and workforce shortages. As a response, contractors are increasingly raising wages to retain their employees amidst relentless margin pressures, leading to heightened geographic competition for skilled labor in specialized construction fields.

Despite the increasing construction workforce, which surpassed 8.3 million in July 2024, there are still pressing talent shortages that need to be addressed. The advanced markets of healthcare and life sciences continue to navigate volatile pricing and prolonged lead times for essential equipment, further complicating industry dynamics.

Looking ahead, project demand is anticipated to be impacted by expected decreases in interest rates and ongoing government investments. However, companies must balance the dual challenges of optimizing their resource allocation and overcoming the effects of inflation and rising material costs.
