The incident occurred on the northbound side of I-95, just south of exit 3, where the left travel lane was closed due to ongoing construction. Tucker was pronounced dead at the scene by emergency medical services shortly after 3 a.m. The driver of the vehicle involved, a Dodge Durango, was identified as Osvaldo Vela, a 38-year-old man from Yonkers, New York. Vela sustained minor injuries from the incident and was transported to Stamford Hospital for medical treatment.

As a result of the investigation, I-95 north was temporarily shut down, with traffic resuming just before 10 a.m. on the same day.
The investigation into the crash is ongoing, and as of Saturday afternoon, no charges have been filed against Vela. The state police are actively seeking information from witnesses or others who may have details about the incident, and they encourage individuals to contact Trooper George Lyman or Troop G in Bridgeport.
Connecticut Department of Transportation Commissioner Garrett Eucalitto expressed condolences to Tucker’s family, highlighting the inherent dangers that highway workers face on a daily basis. He underscored the importance of the state’s “Slow Down, Move Over” law, which is designed to protect workers in construction zones and urged drivers to remain alert and sober while navigating through these areas to prevent similar tragedies.
