More than 30 residents voiced concerns during the board meeting, with at least 20 speakers specifically opposing the plan to close nine schools across the district. Dissenters criticized the plan’s last-minute introduction, which was drafted by board members Tanya Bhasin and Jason Inge and unveiled on September 10. Critics raised alarms about the potential repurposing of St. Helena Elementary School and its expected merger with the Berkley-Campostella Early Childhood Center, fearing the loss of educational opportunities in their neighborhoods.

Supporters of Ghent School also expressed their wish to keep the institution open, while advocates for Maury High School pushed for relocating the Ghent program to make room for larger athletic fields. The idea of replacing Ghent School with a 4,000-seat football stadium was briefly entertained but was rejected by the Norfolk City Council during their meeting in August.

Norfolk’s public schools are currently struggling with declining student enrollment and an estimated $900 million in repair needs. Of this sum, consultants have classified $145 million as urgent repairs. As a response to these financial challenges, the Norfolk City Council instructed the School Board to devise a plan that includes the closure of at least 10 schools in March.

City Council member and Granby High School principal Tommy Smigiel stressed the need for the School Board to present a consolidation plan that outlines a clear timeline for school closures. The previous school closure proposal only specified definitive closure dates for two of the nine affected schools, leaving many community members feeling uncertain about the future of education in their area.

Without a cohesive plan, Smigiel warned that the City Council might impose its own directives on how city funding for the school system could be allocated, potentially disrupting operations and services. The original consolidation proposal included converting Lake Taylor High School into a full career and technical education center, transforming Chesterfield Academy into a SECEP (Special Education and Career Education Program) center, and changing Lindenwood Elementary into a professional development center for the district.

The plan anticipated closing Willoughby Early Childhood Center and Berkley-Campostella Early Childhood Center at the end of the current school year. Additional school closures were also slated to follow, guided by a redistricting process expected to take place in the 2026-27 school year. The closure timeline suggested that Tarrallton, Granby, P.B. Young, and Norview would shut down between the 2027 and 2031 school years, with remaining schools scheduled for closure before the 2034 school year.
