West Virginia is experiencing a significant decline in public school enrollment, resulting in the closure of numerous schools. The state lost over 16,000 students between 2020 and 2024, with a 6.3% drop in enrollment. Factors such as declining population, lower birth rates, and the rise of homeschooling and charter schools contribute to this trend. School funding is closely tied to enrollment numbers, leading to financial challenges. As public schools struggle, higher education institutions like West Virginia University are also facing enrollment issues, raising concerns about the future of education in the state.
Charleston – West Virginia is facing a sharp decline in public school enrollment that has led to the closure and consolidation of numerous schools across the state. From 2020 to 2024, West Virginia lost over 16,000 students, representing a 6.3% decline in enrollment. This decline places West Virginia among the highest drops in student enrollment in the United States.
According to the West Virginia Department of Education, public school enrollment fell from 263,486 students in fiscal year 2020 to 246,883 by fiscal year 2024. This decrease reflects a broader trend in national public school enrollment, which has seen a reduction of 1.28 million students, or about 2.5%, during the same timeframe. In response to these enrollment drops, 21 schools were closed last year in West Virginia, nearly double the average closure rate observed over the last five years.
As public school funding in West Virginia is primarily based on student enrollment numbers, the decline in student population has induced significant financial challenges for school systems. Currently, state aid per pupil in West Virginia is approximately $6,000. The reduced enrollment figures have forced state officials to reconsider the sustainability of many schools, especially those with occupancy rates falling into the 50% range, far below the ideal occupancy of 85%.
Various factors contribute to the falling enrollment figures. The state’s decreasing population, lower birth rate, and the growing popularity of home schooling and charter schools are key elements driving the trend. Furthermore, new education programs like the open enrollment initiative and the Hope Scholarship education voucher program are also encouraging families to seek alternatives to traditional public schooling.
Among the schools affected by recent closures include institutions located in counties such as Harrison, Kanawha, Nicholas, Preston, Tyler, Wetzel, Wood, and Clay. Following the closure of East Bank school, many students from that school will be transferred to DuPont Middle School, despite significant opposition from the local community regarding the decision. School districts are grappling with balancing the need for fewer, longer-staffed facilities against the financial constraints imposed by dwindling student numbers.
The trend of declining enrollment extends beyond public schools; higher education institutions in West Virginia are also facing challenges. West Virginia University (WVU), for instance, is experiencing similar issues with enrollment. The university’s incoming freshman class is approximately 200 students short of projections, prompting university officials to explore new strategies for bolstering enrollment numbers. Nevertheless, WVU has seen improved retention rates for freshmen, which have reached an all-time high of 83.4%, alongside increased four and six-year graduation rates in recent years.
This declining enrollment trend, while predating the COVID-19 pandemic, has been exacerbated by the pandemic as families reconsider their education choices. As conventional public schools face increasing closures and funding cuts, the education landscape in West Virginia is transforming, raising questions about the future of public education and the viability of maintaining school facilities across the state.
